Buying Land in Highlands County: What to Check First

A practical checklist for anyone considering vacant land or acreage in Highlands County, Florida — zoning, access, utilities, surveys and more.

Start with your plan

Before comparing parcels, write down what you want the land to do: a future homesite, room for animals, agricultural use, recreation or a long-term investment. Your plan determines which questions matter most.

Confirm zoning and land use

Highlands County, Sebring, Avon Park and Lake Placid each have their own zoning rules. Contact the correct planning office to confirm what is allowed on a specific parcel. Ask about minimum lot sizes, setbacks and whether your intended use needs approval.

Verify legal access

A parcel needs legal, recorded access. Check whether the road is publicly maintained, private, or an easement — and who pays to maintain it.

Ask about utilities

Find out whether electric service reaches the property and whether central water and sewer exist. If not, a well and septic system will likely be needed, and septic approval depends on site conditions.

Get a survey

A boundary survey confirms size, boundaries and encroachments. It is one of the most important documents in a land purchase.

Review flood zones and wetlands

FEMA flood maps and wetland areas can limit where you can build and affect insurance. Review them early.

Read the title work

A title search can reveal easements, restrictions, liens or covenants that affect how you can use the land.

Bring in the right professionals

A surveyor, the building department, a septic contractor and a real estate attorney can each answer questions an agent cannot. No one should guarantee that land is buildable without that verification.
